Unable to change heals

I'm so tired of trying to switch to my shield battery or medkit but it just keeps pulling out my damn syringe or won't let me select any heals. I don't have time to try and switch 3 or 4 times in the...

No I'm on console, I'm playing the base set up. It's a bug, ask any console player.

Do you think this could be where you might be letting go of the button late while you're still on the syringes? Also double-check you have the latest updates for any hardware you're using. Reinstalling the game might be worth considering, too.
