Universal "Legend" Heirlooms

The New Castle heirloom being a universal heirloom with special animations for him is very stupid in my opinion. I don't mind universal heirlooms that much since it can be hard to get them and allows for people to have them and for all their favorite legends. However, to change it so legend heirlooms are also universal isn't great. It makes it so unfair to those who's mains don't have an heirloom rn and NC mains. Everyone else gets unique heirlooms for their legend, but they don't get one? It's unfair to them and will not feel as unique to the legend.
