A better formulai would be if they were to leave. If they log back in it forces them back in same lobby game, much in the way if you have internet disconnect it pushes into re-join.
i.e.
If player disconnects/ due to internet cut off or chooses to leave before respawn timer runs out
Then put them back into same game if they choose to try to match make
If respawn timer has already run out by the time they joined, proceed to put them to match make another lobby as they can't be respawned anyway
This means no abandon penalty required at all.
Troll factor you get some people that will hold onto your banner for rest of the game and not bother to respawn team mates back in. So there should be a small timer even though banner retrieved.
In casual mode. This will definitely solve that person who likes to hot drop, 1v3, stat pad kill/damage then quit problem. Their penalty is having to re-join until respawn times out because EA would want to keep people playing rather than prevent them altogether for a time period, just means they keep playing in same game.
Imho you have to tackle the root cause, makes no sense to mix up HotDroppers with the "Slowgamers", but the Matchmaking does it anyway. Even if the Drop is made by a Slowgamer, the HotDrop Guy will instantly leave the team for the action heading towards the HotDrop POI.
And most HotDrop People will also instantly leave if they die, thats just how they play the game, you cant change that.
Also there is a timer (not really visible but there is) if you pick up the Banner and dont respawn in a certain timeframe (ranked), the other player can leave without the Penalty after that "invisible" counter runs out (the penalty message will be gone by then, thats how you know you can safely disconnect).
