Unsatisfying Matchmaking

I'm at the point where I'm basically seeing the same 59 players in the match no matter the time and day. Are these bots? Are people somehow synced with when I get on? Why?
Most of these players are also rookie and bronze smurphing in a gold level lobby, with a boat load of diamond and master players smurphing down to boost their friends who cannot aim.
From my observations over the last few weeks, I have concluded that most of the players I'm seeing are bots, and a handful of those are cheaters and smurphs.
Furthermore, cheaters are in multiple games, not just one, at the same time. How do I know that? Easy, my team got squad wiped by a cheater who was the kill leader. The cheater had aimbot set to "yes please", AKA the second you peak them, you're beamed into a deathbox. After dying, I had reported and went back to the lobby and qued into another match. I had found another match within a minute and the cheater is the champion of that match and was also beaming everyone into deathboxes.
Before one assumes, "but you can only have one instance of the game at a time", I thought that too, but I remember seeing another forum user pointing out the existence of a program that plays multiple instances of the game to farm levels and kills. If that sort of program is given the ability to cheat, then that would lead to what I'm seeing. Another thing is that how do I know they didn't get killed off and requeued along with me, well first off, they're aimbotting to the max, and secondly no one else was nearby to 3rd party. The ring wasn't even closing yet, so the probability of them dying within the minute it took to find another match is extremely low.
