My friend has been playing her when we do Duo que and shes honestly balanced on release. Her ult is just to get out of a third party or get out of ring damage pretty much. She can't use weapons when jetpacking so she's a flying duck waiting to be shot down. Her missles are the easiest thing to dodge and slide out of. You get a notification when they're used and after you have time to move because they shoot into the air before coming down. Sure the shellshock is cancer but if you're hit by it you deserve it. Also her passive is basically to highlight enemies when flying which is weaker than bloodhound and crypto because you have to be in a legit skydive to get it. Jetpacking doesn't trigger the recon vision.
So you saying she's op is a joke. I'm sure you're one of those Horizon is balanced and didn't need to be nerfed kind of people as well so you saying Valk is op is just just funny to read.

The rockets are essentially infinite area-of-effect grenades, and on a cooldown that's way, way, WAY too short.
