Valkyrie Nerf or everybody Buff?

Valk is the only player in Apex that can reposition herself without using a tactical ability. This would not be a problem if it was her tactical ability. Might i suggest a fix for this. Instead of using her flying ability as a passive action move it to the tactical ability together with her missiles serving more as a positioning tool to launch her missiles. You would hold the tactical button to fly up and once you were ready to launch missiles let go of the tactical button. This would be 2 actions in one instead of working independently like it is now.  Her passive is already her scan feature when flying. Why can she have 2? In contrast Octane must damage himself to run slightly faster (tactical  ability & too slow to out run danger) & then use his ultimate to reposition with the limitation of the arch of jump pad. Compare this to all Legends and it becomes clear every legend intended to reposition themselves or their team needs a buff or Valk needs a nerf.
