I think the main thing Vantage needs is more recon abilities. She really doesn't do much in regards to recon compared to other characters. Your suggestions is mainly to make her into more of a skirmisher and fragger which she isn't.
I think if echo can scan enemies with sound waves that'll make her more of a recon. Currently her sniper to mark people and her visual scanner is very weak. Maybe make her sniper mark last for 10 seconds.
