Why Lifeline doesn't nerf?

Why her teammate dont have cooldown?
When I knock down an enemy, I should gain an advantage, and the enemy should sacrifice something. LL doesn't sacrifice anything, she just presses a button and cancels all the efforts of me or my squad, rescuing the enemy with absolutely no negative consequences. This should be removed immediately.
