Why There Are No Measures To Prevent Cheating?

I think there are not enough measurements to prevent cheating. Of course it is not possible to prevent cheating in fps games but with some measures I think it is possible to reduce it. For example:

1) There can be a prime account system to play ranked above a certain rank which requires a credit card and sms verification.

2) Hardware bans can be used to prevent same people from cheating. Of course there are ways to bypass hardware bans but measure is a measure.

3) Player should lose all RP if he was in a premade party with a cheater. This will prevent most of the boosters.

4) Games above diamond can have additional requirement like level 200. 

5) Players who got killed by a cheater team and lost rp can have their rp back. It won't help prevent cheating but at least people feel less frustrated.

6) Anti cheat can be more agressive and get more recent patches, even fake patches will help since people will fear losing of their account and may stop cheating for few days.

    1) This wouldn't solve the problem, only cause new ones. Phone verification can be spoofed and cheaters would just keep creating new accounts to avoid the credit card part. The credit card would also make it to where only streamers, (for the most part) are the only ones in the higher ranks, which would kill rank. Keep in mind as well that cheaters cheat in all modes, not just rank.

    2) Its a measure for sure, but anyone who's not going to let a ban stop them is going to keep bypassing, which is at least 90% of them.

    3) Agreed with this one to an extent. Players should lose all RP gained only from the battles that the cheating player(s) joined them in. It should also not include randoms who decide to cheat and in some cases where a friend decided to start cheating. That last part is because you might not know they decided to cheat, and should be given the chance to stop playing with them until they stop with the cheating completely. Frequently matching up with them would make you lose those points for sure.

    4) I personally would have it to where each rank had a level requirement, although doing that isn't a good idea because some legit players won't be able to rank up. So a second preference would be level 100 requirement to even enter rank at all. In the past, the moment a cheater hit level 10, they're in ranked, now its when they hit level 20. Making it level 100 would mean more work in pubs which should decrease the amount cheating for rank. Some cheaters also sell the accounts once they reach pred, which is why you'll sometimes see pred players who can't 1v1 a wall jump.

    5) Beyond agreed. If we lost points to a cheater, and that cheater gets banned, we should get our points back.

    6) We need a system that fights back and keeps the cheating at bay. If it could be updated enough and maintained, cheat creators would have a harder time developing cheats which would force them to take a longer time making them, resulting in more matches voided of cheaters. However, this is easier said than done.
