Good player makes OP legend? I think not. Wraith is fine. It just happens a lot that many good players play her. You don't see many good players play Gibraltar, though he can be really strong and useful.
For good players the game isn't as team based as the developers thought it would be. Characters like Caustic / Gibby as tank types aren't a desirable role to have on a team. They're more of a liability most of the time. Easier to spot, catch up to, and hit with bullets. Even strafing (which is huge in this game) they're not gonna thread !@#%.
