Like every bad behavior in society, it needs to be met with greater punishment, life is about incentives, if there are negative consequences for doing an action then humans stop doing the action, **bleep** empathy is what allows idiotic ideas as soft on punishment.

I know the Action Replay and alike from my C64 days and those things were made to cheat yourself in single player games.
Classmates buying those modules got blamed for being bad at video games and laughed at.
A fun way to make them even more angry was to edit their highscores with a hexeditor while they went to the restroom during a game session.
Whereas Aimbots/Aimhelpers for FPS games had to be acquired through the dark channels, but now being sold on literally every streetcorner.
You actually had to put in effort to acquire, install and configure those things, thats why the aimbots of the early days weren't really an issue. Most people simply lacked the needed knowledge.
By mentioning Walmart i just wanted to express the customers reasoning, often not being aware they walk on the dark side by buying that kind of crap bcs they bought it in an official store.
