The answer is that the game initially places you in a low MMR lobby, and then shortly afterwards moves you to higher ones.
Quite why it's setup that way you have to find your own interpretation for. Usually:
1) Protection from skill decay, so you have a chance to warm up
2) Engagement based match making, to give you warm fuzzy feelings and lure you back into the game, before they turn on the frustration/release addiction loop.
