This game is about fast movement, it can only make use of temporary, redeployable structures (like the zipline, the electric fence, the dome shield). It just doesn't make sense to spend minutes and resources in game to build a fixed structure that you might only use for 20 more seconds. Then, if you are lucky to land inside the first few rings, you may gain an unfair advantage over those landing far from it. Also, on the development side, building would require an insane amount of work and endless debugging. All in all, it's just not worth it.
However, there is a place in Apex where building could definitely work: the firing range. Just imagine personalizing your own training area, then designing your own training course or duel arena. A sort of a level builder / editor, like Portal or Doom have. This would be a very nice feature for streamers, allowing them to create something much more refreshing and original than the worn out 4k/20+ bombs.
