I didn't see the GTX EVGA 1070 - too many characters. The X box should have a more powerful GPU. I play 1080p 60Hz on my 1080ti. It is noticeably better than the same res/refresh with my rx 580.

Yeah, from what I can tell, the Xbox Series X port is running at 2560 x 1440, but with adaptive resolution. All the effects seems to also turned on as well. Now, I do understand that Respawn has yet to support the new consoles, so my Xbox is running the Xbox One X port of the game, just feels really bad to be honest.

Both are 4K, but you have the settings dialed down on the 1070. The X box series X should be able to handle 4K full settings, so it must be the game. Its similar to how PS4 and X box 1 X handle 4K. I built my rx580 PC as a goal to equal their performance for the same price (re-using upgraded CPU) and went over by $200 bc I had to buy windows and I went with a better case and power supply. The rx580 is almost exactly the same as what is in those consoles. The one time I hooked up that PC to a 4K monitor and played AC Odyssey, it was about 20 fps. It could be that whatever they do to the games on last gen consoles is holding it back until they fix it.

What do you mean by both are 4k. I'm guessing when I say this, but do you mean the consoles are running at 4k? Looking online it states the Xbox One X and/ or Xbox Series X both run at 2560x 1440 (1440P) with adaptive resolution in Apex Legends. I don't think it ever ran at 4k on the Xbox and/ or playstation.
