Apex legends Ranked Arenas level entry.
Just starting to think that Ranked Arenas may need a lock until players reach a certain level to enter because we are getting level 10s with 0 experience playing with golds and platinum level players...

If this is really happening, then the problem isn't with the minimum level. It's with the matchmaking.
And there are many, many, many posts on the topic of ranked matchmaking.
Yes theres the issue with match making but players at this level are still entering ranked arenas without an issue, it is inevitable that players at this level will eventually be matched with you.
