Apex pack discount not applied to gifting
My friend is trying to gift me the 100 packs for 60 dollars and it is not discounted and is listed as 10,050 coins. What’s up?

Does your friend have between 6700 and 10500 coins on the account? If they proceed through the gifting process to the final page does the discount get applied at the end? If the price still shows as 10500 please don't proceed of course.
If they're willing to pop on here I'd appreciate a post of the final gift stage before attempting the purchase (or even just send the image in a DM)?
