Are cheaters only on PC ?

I play both X1 and PS4 and haven't come across one cheater yet. I can't understand why people still game on PC knowing how easy hacks are. Yes better graphics etc but why bother when year after yea...

Cheaters are in all online games even on console if it can be done someone is doing it.
