You shouldn't spawn with anything in a BR mode. Just because COD Crapzone did it, doesn't mean Apex does. Apex needs to keep being Apex. Fun Open Sandbox. Great abilities, Fun movement and amazing shooting mechanics.
You can add or change shields so everyone is the same or what not, but adding items can have a very bad effect on your playerbase. Make players move around to get items like healing or ammo. Making people spawn in with weapons items, just makes campers, does Apex really need those? No.
Also, could you try to make more abilities for high skill players?
