@XHelperZ Nope. We used to but it’s becoming more common for cosmetics to be in bundles now with no option to buy the legend skin separately.
Here’s the store for a couple of weeks this season. There’s 1-2 old skins (1-2+ yr old skins) you can buy separately but most of them are like this.

I believe the "deals" referred to are probably the pack bundles, which are being sold at the typical good prices they usually commend when they are offered seasonally. I'd have to check on all the prices again to see if I think there is any funny business being done in calling this a sale.
