At first I thought it was just Respawn's complete failure to understand what their customers want, but that really can't be it. They called the mode "Bot Royale" and they had to have known that the people who would be attracted to that are the same people who are (situationally) repelled by live players. So how did they "evolve" the mode? With live players. And thus alienating the exact people the mode was meant to appeal to. Not to mention that the name "Bots" is now a lie but somehow they cling to the fiction - maybe in an attempt to deceive the unwary or foolish players who might actually think that if you give something a descriptive name then that name will actually describe what you're getting. In whose mind does "Bot" = "live player?" And can that person be given some other responsibility within the organization so that bot royale can be stewarded by someone who understands that gaming does not begin and end with multiplayer?
