Bots in Games?

Why is it, almost everytime, I have teammates wherein their names are just numbers, like 75, 300, 30, etc??

Every time they get in a match, they do ABSOLUTELY NOTHING!! Hence, my team lost. 😠

Yet, nothing is being done to resolve this issue.
