It's a movement tehcnique that allows you to completely change directions in the air. It's usually done after using the Octane jump pad. It can only be done in PC or controller players in PC since it involves binding your scroll wheel to movement. On the other hand, there's this thing called flick strafing on consoles where it somehow mimics the effect of tap-strafing but it's different.
