If you're talking lower levels in ranked......with no "join" cost, it's quicker to hot drop and take a chance on fast points than slow drop and place......

why play for 5 minutes for a top 10 (2 points) when you can hot drop and maybe get those 2 points (or more) in seconds?

It does seem to get better as the cost of ranked goes up........sometimes lol
