Custom Games for non partners

We're coming up on 15 seasons of Apex, and there are still no options for regular people to create custom matches. It's already functional for tournament organizers and partners to set up custom matches, yet there is still no word when they will be added. Does anyone know why? I haven't been able to find a mention of custom servers being planned for the future but I could be missing something. 

If I'm not mistaken, other games like Overwatch have launched with the option for custom matches, or added that feature within a year. It's one of the only things I'm looking forward to, even if it's just arena matches or something.
