Does Apex match premade squads against other premade squads?

No, the game matches three man premade squads exclusively against solos.  Solos have the worst experience of any BR in existence.

No, in solo queue you are cannon fodder. 

You don't play this game in solo queue for fun unless you have exceptionally good skills. And even if you do, this game is still very frustrating because it matches you with teammates who often play casually and die in a few seconds.

3stack masters/pred on controllers with AA + Cronus/Xim (no recoil) - all this is waiting for you in this game.

Oh, and I forgot, there's no shortage of cheaters in pubs. Lots of low lvls with cheats. EAC doesn't detect anything.

Well, if you are soloQ-ing, the game tries to place you against the 3 stack predator teams as close as it can. If you play pubs, it usually succeeds.

The game matches the first 60 people who queue up on a given server, or near enough as makes no difference. There was a time when the developer claimed they would "handicap" a premade by matching them below the average of the solos in the lobby, but as with everything the matchmaker claims that it tries to do, it all goes out the window in the interest of a match in thirty seconds or less. Now that they've added the skill curve to pubs you can actually see exactly what it is the matchmaker does. And what it does is match the first 60 people on a given server because that's what's fastest. That's why the range of team average skill stretches from near the bottom of the curve to very near the top of the curve in most matches. Matching premades with premades? My friend, you're lucky if the matchmaker can even be bothered to match skill to the nearest 50% anymore. It's tragically bad.
