The game matches the first 60 people who queue up on a given server, or near enough as makes no difference. There was a time when the developer claimed they would "handicap" a premade by matching them below the average of the solos in the lobby, but as with everything the matchmaker claims that it tries to do, it all goes out the window in the interest of a match in thirty seconds or less. Now that they've added the skill curve to pubs you can actually see exactly what it is the matchmaker does. And what it does is match the first 60 people on a given server because that's what's fastest. That's why the range of team average skill stretches from near the bottom of the curve to very near the top of the curve in most matches. Matching premades with premades? My friend, you're lucky if the matchmaker can even be bothered to match skill to the nearest 50% anymore. It's tragically bad.
