Does Bad luck protection for apex packs really exist?

As mentioned on EA official website,
"Will Apex Packs have bad luck protection?
Yes! Bad luck protection is available for Legendary items in all Apex Packs. Bad luck protection means that a player cannot open more than 30 Apex Packs without receiving a Legendary item."
No, my experience tell me that the answer is no.
Opening more than 30 Apex Packs can be without receiving any Legendary item.
And I find that this problem not only happened to me but to many people on this forum, reddit, twitter.
So can EA community team please help us instead of ignore us?
I just used the live chat service and the cs said he could do nothing to help and tell me to post the issue here to raise attention.
