I'm using latest drivers (442.19), got a 1070Ti but I've never been affected by this issue.
As far as I know, it's worse for overclocked (even those coming with factory OC) and RTX cards.

damn, that could be the issue since my card is factory OC..... I've tried every "guide" and still crash. This is a program issue for sure.
how do I actually do this btw, can you link to the actual guide or give instructions please? command line in advance launch options, I assume?

For the +fps_max 120 yes, go to Advanced Launch Options / Command line arguments.
In-game V-Sync can be accessed through the Video options. For V-Sync within NVIDIA, open the NVIDIA Control Panel (from systray icon or right-clicking over your desktop) and disable it under Manage 3D Settings.
Edit: Try the above, seems to be a better option.
