Effects of the Choke on the Triple Take

I've noticed that the choke has little to no effect at mid-ranges but tightens it at far ranges, and on full choke it leaves a static effect as well. What is that static effect?

not what I mean
The blue sparkly effect when you hit with full charged choke is what I'm talking about.
It doesn't do any bonus damage so what does it do? Just annoy people?

@Zulkiers There's no bonus damage when choked. All the choke does is reduce the bullet spread.

@hayhor The blue sparkly effect it leaves on targets is my question. Does it stun? Does it slow? Does it obscure vision a bit? What it the purpose of the blue sparkles since it does no extra damage? Just cosmetic?
