Best way to improve the evac tower, imo, would be to remove it from the game. It's just another way to de-power mobility legends, especially in this case Valkyrie. And as you pointed out, what is the point on maps like King's, Edge, or Olympus, all of which are already littered with jump towers? It's just to placate players who choose a tactical and/or ult that isn't about mobility but then want to have their cake and eat it too.
