Some user on reddit posted, that you can only get it, when you collect all 24 skins from 3rd anniversary event. It comes with 3 tiers and one finisher.

This is once again is very sad.
In my opinion they should give something back to their players for a 3rd anniversary but instead they get more greedy from year to year. Pathetic.
