Personally, I am not interested in charms, I find them a bit distracting, but it's good that players have more stuff to grind for. Also, it's good that we get more rewards for the effort spent in this game.
What I don't like is the apparent experience regression. Currently, level is capped at 100, but XP keeps rising, so it feels normal to have the level reflect the reality, once the cap has been raised. A level badge is best suited for showing the player's actual "age" in the game, but with the proposed system it's a kind of a lie, especially for the S1 or older veterans, that are hundreds of levels above the current cap in every Apex tracker. I really don't see many players that are level 200-1000+ rocking the level 100 badge. I would've given veterans some "thank you" packs, like 1 for levels 100+, 2 for level 200+ and so on, then give them the additional 150+ packs with a dedicated counter, to be earned every 3-5 level ups, a legendary every 50 or 100 levels.
Also, there's an opportunity here that's missing completely. Early leavers in casual or ranked should not receive any XP for the match they've left and advancement on any challenge should be ignored.

I've made this exact statement in the past when people demanded soft bans for leaving pub games prematurely. Personally i see it as the simplest solution, and as you said it would have real implications on players as it'll effect all of our level progressions negatively.
