You dont unlock him throught the battle pass
You unlock him in the legends menu with that currency you get from leveling up

Community Admin@IstalrVrangr Hey, the level 50 unlock is a skin for Octane, not the character itself.
As @ShadoWawker mentions, you can unlock him using the Legend tokens you'll earn as you complete standard levels.
