Get rid of tier demotion protection

@Bean2kay9 This. I know that I would have a much harder time climbing if this is implemented but I also want this so I can truly tell how good I am in the game. Right now it's just a coinflip if I get teammates that are actually good or I get teammates that is just barely holding on to Plat 4.

    @Daze623 it is worse in games that are not using that. But I think it should be tweaked. Like if you don't make any positive RP in 5 to 10 games, you get demoted. Something like this, to stop the trollings.
