There is a difference in believing in someone cheating and people actually cheating. Do you have any proof besides some people saying so? Because I'm sure quite a few of them are people just running into really good players. Happens in almost all competitive shooters.

Same thing i was going to reply with. How do you even know these people are cheating? I have a feeling this guy is just getting rekt and blaming it on cheats. Just my opinion I have not run into an a single person I suspected of cheating. Especially with the powers of the legends in the game it would be very hard to even tell.
