Me and my friend can't give each other the new Loba trackers. It says we're friends on apex but it won't pop up our names when we search for each other.

Where do you go too search them up?
Since they're already on your friends list, you should be able to find their EA ID when looking through the list of friends who you can currently gift items to.
Apex Legends Gifting | In-Game Screenshot #1If you cannot find them right away, use the search bar, and type in their EA ID, (the username of their EA Account, not their Xbox username, since you're unable to find their Xbox gamertag from within the list).

Apex Legends Gifting | In-Game Screenshot #3Note: While it does say to make sure you're gifting to the right account on the right platform, I've had friends gift me items to my Switch account before through the in-game gifting menu, and I was still able to get them while on PC. (Although, that may not be the case for you and your friend, so I recommend that your friend checks their EA Account settings to make sure their user search setting allows them to be searchable by their Xbox gamertag).
