How do the legend upgrades work?

@zanderc9I would love for you to pre-choose them so they activate automatically when you evo up. Considering that we've been asking for a Top 3 Legend preselect feature for at least 3 years and don't have it, I'm not holding my breath.
My guess is that when you evo up you will have to go in and select the perk you want somehow. It will either be a pop up menu or part of the inventory screen.
