I haven't gotten the notification for migration yet and am wondering if I need to be on my highest level account for it to work, if so someone let me know but I'm concerned I won't be able to merge my Switch Xbox Ps4 and PC accounts together

Unfortunately, there's no exact time span as to when most people will receive the ability to merge accounts on cross progression. You don’t have to be on your highest level for it to work. All your accounts will be merged if all platforms are linked under the same EA Account.

" To ensure a smooth transition, we will roll it out to players in groups. This means you might not get Cross Progression right away at season launch.
When your account is ready to Cross Progress, you will see a window when you log into the game. Follow the instructions on these screens and once completed your account will be cross progressed."
So basically they are going to do it in groups (based off of whatever platform) so there are no problems to be created once cross progression gets to you.
