I always Wondered, But Why is Bangalore's Ult Charge 4 minutes 30 seconds?

Why is Bangalore ultimate charge 4 minutes and 30 seconds (270 seconds) and not 180 seconds (3 minutes)? Even Gibby has a 3 minute Ult charge timer.  I don't use Bangalore, but I kind of disagree w...

@Leo_the_Lion25 It doesnt make sense. It is one of the reason I find her to be fairly useless as a character. It takes forever to charge and then rarely does any damage.
