I got my first kill in the game doing the revenant challenge and I wanted him so bad I spent some Saturdays doing 6 hours of practice in the firing range, and getting all that damage with his ult active was a daunting task. So, I have nothing to compare him to since I'm not familiar with his old kit.
However, he is a pain to fight, especially when he teams up with a Conduit, he seems a little broken. The extra shield hasn't helped me much since I've seen the whole thing deplete on me instantly. So, I guess my feelings are mixed on this one. At least he looks brighter when the shield is active so you know to avoid engaging him in a gunfight until it's over. I think they already nerfed the ult to an extent, it seems like it was higher than 75 when I first got him, so I doubt they will nerf him again.
