As far as I know, cosmetic items purchased with in-game currency cannot be refunded once bought.
You can try to reach out to the Customer Support team again, as our advisors could have a look at the account, something we can't do here on EA Forums, but I'm thinking the reason why you can't get in touch with an Advisor to request a refund and are instead redirected to an article or page with information, is that our Advisors can't help with this request, either.
I'm sorry I don't have better news to share.
