Is Controller Aim Assist Identical on PC and Consoles?

Title says it all. I generally play on PS4, but occasionally hop onto PC with people I know.  I'd love to know if the game controls identically on Console and PC with a controller.  I can't seem to ...

    Console is .4 and PC is .6 on aim assist. It doesn't seem like much but it really does feel different.  My reticle seems to stick to people on console a lot more than pc
