Is it me or are shotguns horrible in hip fire?

@DarthValtrex Had same experience yesterday with both mastiff & mozambique. I shot someone with mozambique from less than 2m distance full in chest and did 27 dmg... player went down (shot full r99 beforehand into her purple armored up body), shot mozambique twice from 2m at head... 23 and somewhere in the 20 dmg... I was perplexed.

Mastiff, anywhere from 13-90 dmg...
