Only special thing it could do that the game "kinda" doesn't have is a punch through mechanic weapon.
The tactical gives me reveal Seer vibes "I do both your jobs, but better" only for launch day to come and it turns into nerfed Seer "why do people pick this character". In this case I assume the niche they'll have is seeing around a corner and teleporting to that spot, with the drawbacks being not able to scan, and can't go through narrow areas "ex. barred windows on worlds edge".
How would this be useful for a Sniper you may ask ? I don't know but devs need some way to cram movement down our throats.

Another legend is a support/defensive legend code named “New Caste” where he gets Lifeline’s old passive getting a shield while reviving and making a wall around you as an ultimate (so like a Gibby bubble?).

Caste kinda reminds me of Vauban from warframe. "Wall around you" could potentially be like Vaubs' Bastille " a circular wall, no roof unlike Gibby bubble".
