I would say she's def on the OP side. Regening HP is the most time consuming and risky type of healing between the 2 by a big margin and she almost completely removes getting HP as a problem. Not only can she pop an energy battery to get full shield(up to 100 ehp) faster, but she can be healing her health at the same time. She can also top her and her teams HP off in tense situations without anyone needing put their guns down. She can duck behind cover for just an instant and be full HP from near death. It's way to hard to punish her in this super high TTK game. Adding an INVULNERABLE shield(which is currently bugged to not block under certain circumstances) while revving allies that can save not just her downed ally(which she revs faster too?!) but also herself and her other ally who can fight behind the invulnerable barrier that just popped up out of nowhere. Her ult is fine, but it's kinda just the cherry on top of an already insane kit. The name of the game is purple shields and staying at full health; Lifeline does both of those things. She is incredibly powerful and useful at every point of the game under every circumstance.
To nerf her I would take away her healing item boost passive. It's way too much fast healing that is way overkill on a character with free healing that doesn't make her vulnerable to use. If she gets her hands on a gold backpack is it even possible to kill her? Like I legit wonder if you can out dmg a lifeline healing nonstop with a gold backpack. I would also consider maker her shield breakable by giving it something like 700 HP or something.
