Losing RP for inactive teammates

Why does the game not have some sort of RP refund for when you have inactive teammates? I was just in a ranked game where a teammate was AFK for the entire time our team was alive including the drop (Over 6 minutes) but we got no refund whatsoever.

@xverseow Unfortunately there is nothing to do against AFK teammates, only report them at the end of the match. Whenever I get an AFK teammate I try pushing him out of the map and grab his banner in order to respawn them if they ever get back.
