For one thing the Mastiff is legendary, not rare. The Peasekeeper and the Mastiff are both fine, yall just need to pull your heads out of your butts.
The Peacekeeper's range is out of this world for a shotgun though. The absence of any damage falloff at range together with the tight spread is to blame.
I'm aware that that technically makes it more like a realistic shotgun but this is a balancing question. If a bodyshot with a shotgun that you can still hit well at 50 m distance does as much or even more damage as a headshot with a sniper maybe the damage caps should be tweaked a bit.
