Octane damage AND pressing q in the middle of a fight!!!

After i played a lot of games with octane does anybody think that this hereo takes more damage than the other hereos in games?Every time i pick octane my shield vanish so quick.And the other problem is his skill.By the time you press q in the middle of a fight is like playing russian rullette and by that i mean that if you need to reload or change weapon,if the time match with the endtime of your q then you have to w8 2 sec without being able to do anything and eventualy die most of the times.
