It doesn't matter it is not one thing Octane can do it is all the things in one package with a really small hit box. Fastest Charter great at everything and gets extra bag space for granades. If the passive heal is no big deal give it to ever character.
@Lampwrecker2 His passive does not replace the need for carrying meds. His hitbox is of medium size, same as Bangalore and Bloodhound. His tactical is the only that takes away HP, so he has passive regen. Why would every character have it?
