Octane Rework

I love Octane but looking at the pick rates it seems otherwise. He is pretty weak compared to most legends but that’s only because of small things. If he was to be reworked this is what i think should happen. Keep his passive it’s fine, Reduce his stim damage and make his upgrades give him more stims. His ultimate is the main issue as there is just better mobility options. I don’t really have any ideas to change it but i think it should be kept as mobility ability.
